Endangered Fish Recovery Program, Instream Flow Application and Enforcement <br />Agreement for 15 Mile Reach* (2:20 - 3:20 p.m.) <br /> <br />Gene Jencsok reviewed outstanding issues on the draft memorandum of agreement <br />Comments were made by Sheftel and Wendy Weiss, AG's staff. Questions were asked <br />by Wright, Harrison, Sheftel, Martineau, Smith, Eisel, Lochhead, and Evans. Additional <br />comments were made by Margot Zalen of the U.S. Soliciter's Office, and Bob Green and <br />John Hamill of the U.S. Fish and Wildlife Service. A motion was made by Lochhead and <br />seconded by Harrison to move forward pursuant to the staff recommendation. The motion <br />passed with 8 in favor and 1 opposed. <br /> <br />24b. Endangered Fish Recovery Program, San Juan Recovery Program* (3:20 - 3:22 p.m.) <br /> <br />Peter Evans, DNR staff. distributed copies of a letter from the State of Utah and briefly <br />reported on the status of the signing of San Juan Recovery Program cooperative <br />agreement He then asked for input on how to approach Utah to convince them to sign <br />the agreement <br /> <br />e <br /> <br />25e. Colorado River Issues, Colorado River Decision Support System* (3:22 - 4:35 p.m.) <br /> <br />Bill Stanton, CWCB staff, outlined the scope of a demonstration of decision support <br />system technology to be conducted by the Center for Advanced Decision Support for <br />Water and Environmental Systems (CADSWES). Jackie Sullivan, Rene Reitsma, and <br />David Sieh of CADSWES next made an informal presentation as Board members and the <br />audience gathered around two monitors. David Harrison presented results of the needs <br />analysis and feasibility study report prepared by Dames and Moore with CADSWES. He <br />also reviewed the recommendations of the CROSS Advisory Committee. Questions on <br />the demo and the presentation were asked by Salazar, Sheftel, Norton, Wright, and <br />Lochhead. Discussion on the need for a decision support system followed by Sheftel, <br />Martineau, Lochhead, Wright, Salazar, Norton, and Smith. There was consensus to . <br />support a request to the Legislature forfunding. Jackson, Harrison, Simpson, Salazar, and <br />Wright discussed issues relating to support of the satellite monitoring system. <br /> <br />26. South Platte River Monitoring Program (4:35 - 5:24 p.m.) <br /> <br />David Harrison introduced Doug Kemper of the City of Aurora who reviewed a request <br />for funds to support a cooperative monitoring program in the upper South Platte River _ <br />basin. Questions were asked by Sheftel followed by discussion by Harrison, Wright, ,., <br />Simpson, Salazar, Meyring, Lochhead, Martineau. Jackson, and Wright. There was <br />consensus to include the request and to add support of the satellite monitoring system as <br /> <br />Nov. 1992 Meeting, page 14 <br />
