Call to Order (10:16 - 10:17 a.m.)

A regular meeting of the Colorado Water Conservation Board was held in Room 318
State Centennial Building, Denver, Colorado, on Monday, November 9, 1992. The
meeting was called to order at 10: 16 a.m. by Chairman Martineau. Ten of the ten voting
members were present so there was a quorum (at least six are required). Present were
Salazar; Harrison, Smith, Jackson. Martineau, Lochhead, Sheftel. Eisel, Wright, Meyring,
Norton, Simpson, and Lile. Perry Olson was absent.

on audio cassette tapes. The tapes and the associated staff memoranda are the only
legal record of the meeting. These written summaries are intended only as an aid
to research and a guide to the tapes. The motions presented herein may not
necessarily represent a verbatim transcript. Numbered agenda items are presented
chronologically in the order that they were actually considered by the Board.

The tapes. recorded at very slow speed (1.2 em/see) on a Sony BM-146 court
recorder, are available for listening at the CWCB during regular Q.ffice hours.
Arrangements to make copies of the tapes or written transcripts of specific agenda
items may be made at the requestor's expense.

Tape 1 covered the public session from 10:16 a.m. to 12:39 p.m. Monday. Tape
2 covered the pUblic session from 2:15 to 5:02 p.m. Monday. Tape 3 covered the
public session from 5:03 to 5:48 p.m. Monday and from 9:20 to 11:30 a.m. Tuesday.
Tape 4 covered the public session from 11:30 a.m. to 4:00 p.m. Tuesday. Tape 5
covered the public session from 4:00 to 6:34 p.m. Tuesday.
