Visit from Senator Don Ament: <br />The Senator's input and assistance in scoping a new program to address the four selected project <br />needs categories was very helpful. <br /> <br />Major comments from the Q&A session with Senator Don Ament <br /> <br />I) Due to the TABOR Amendment, the legislature has already reached the spending cap for <br />next year's budget. Any new program proposal asking for funding must use money already <br />appropriated for another program. Due to this legislative development, any new program <br />proposal will have nearly an impossible road to travel. <br /> <br />2) Senator Ament suggested that instead of proposing a new bill for a floodplain program <br />with the revolving loan fund, that we attach our proposal on to a proposal referendum (bill). The <br />bill will address any State refund proposals and a State capital improvement proposal. This <br />action will place the floodplain management proposal as a stakeholder. <br /> <br />. 3) If a suggested bill proposal is approved by the 1998 Colorado Legislature, the bill <br />recommendation and proposal will go to a vote of the general public in the November 1998 <br />general election. <br /> <br />4) It was also proposed that a separate bill be proposed to cover the issues of creating better <br />policy and criteria for floodplain management. This may be an iffy proposition also, due to the <br />fact that this legislative action would require some staff funds for implementation. These funds <br />will also exceed the spending limits. <br /> <br />5) The conceptual title of the river rehab section of this referendum was also discussed. It <br />was decided to go with the "Statewide River Rehabilitation and Floodplain Management" idea, <br />with some modifications to the title to make it more "voter friendly." <br /> <br />V. Suggested Program Titles are: <br /> <br />Flood Protection and Stream Enhancement Program <br /> <br />Flood Protection and Stream Maintenance Program <br /> <br />Flood Protection and Preservation of Colorado Rivers <br /> <br />. <br /> <br />Others <br />
