Steering Committee Report

Minutes of Feb. 18, 1998 meeting

Our February 18th meeting was a very productive one. Much discussion was given regarding
project findings and the scope of a new state-wide program to address flooding and stream
corridor issues.

Meeting AgendalDiscussion topics were:

I. McLaughlin Water Engineers presented a project update which included:
· The project is 85% complete;
· Requests and comments on the Draft Final Report are due by March 9th;
· Presentation of a draft Informational Brochure (The earthy colors were liked by
most); and
· Comments on the initial drafts were: a different title; more regarding the values of the
program; identify the program objectives; a need for a scope for the program; and a
project recommendation.

Note: The Draft Final Report and Informational Brochure will be mailed to the committee
members on February 27,1998.

II. Committee discussions focused on:

Finalizing the four needs categories
· Planning Assistance - River Basin Multi-Objective Plans;
. Funding Implementation - Revolving Loan Fund;
· Public Information![echnical Assistance - Floodplain Hazard Awareness and GIS; and
. Policy and Criteria - Establish Minimum Standards.

Establish an inter-disciplinary group to review and comment on project guidelines for a new
program.
Recommend a "Revolving Loan Fund" and planning grants mechanism.
Incorporate preventative maintenance on streams and river works.
The need to select a more descriptive project title.
