<br />, <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />ATTACHMENT 1 <br /> <br />FPR 99-493 <br />Floodplain Information Report, City of Yuma, Colorado dated May 1999. <br /> <br />KEY ISSUES: <br /> <br />· The FIA prepared a Flood Hazard Boundary Map (FHBM) for Yuma dated April 1976 that was later <br />rescinded by FEMA in 1984 due to its inaccuracy. The FHBM contained approximate 100-year <br />floodplain delineations. The CWCB would like to acknowledge and officially rescind the FHBM at this <br />time. <br /> <br />· The CWCB is preparing a new Floodplain Information Report (FIR) dated May 1999 for the City of <br />Yuma. The FIR is based on technical information from a drainage report previously prepared by a <br />private consulting fIrm. The FIR contains detailed hydrology and approximate IOO-year floodplain <br />information to be used by local officials for floodplain management purposes. The FIR will not be <br />submitted to FEMA for use as an NFIP map. <br /> <br />COMMUNITY RESPONSE: <br />Yuma officials did not send a letter to the CWCB requesting designation and approval of <br />their floodplain information. A meeting between CWCB staff and City officials was held to <br />discuss the floodplain designation process, flood issues, and to answer technical and <br />regulatory questions. A site visit was also performed to investigate flooding sources and <br />floodprone areas. City staff gave verbal consent to the proposed CWCB action of <br />designating the new FIR and rescinding the old FHBM. Local officials do not wish to have a <br />new NFIP for flood insurance purposes. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Yuma <br />designating the May 1999 Floodplain Information Report and rescinding the April 1976 Flood <br />Hazard Boundary Map. The approximate floodplain information contained in the new FIR will <br />meet the Board's "Floodplain Designation and Approval Rules". The designation action will <br />assure that the most current floodplain information for Yuma is explicitly recognized and approved <br />by the CWCB. <br /> <br />5 <br />
