It could also be taken care of by <br />a supplemental appropriation in fiscal year <br />'60. There is that definite possibility." <br /> <br />"1 am wondering whether or not it wouldn't <br />be well to modify this resolution urging con- <br />sideration for supplemental appropriation as <br />quickly as possible or in lieu thereof in fis- <br />cal 1961. Would that be of any help? I know <br />we are all anxious to get these projects started <br />as quickly as possible." <br /> <br />mflell, Mr. Sparks, if they do, it is <br />usually February or March by the time they get <br />around to it and I would think it would take at <br />least that much time after that that they would be <br />into the next fiscal year anyway, in order to <br />get construction documents ready and ask for <br />bids and that sort 'of thing, so I don't see, now <br />that Congress has adjourned, that even a supple- <br />mental appropriation would speed up initiation <br />of construction. If it's budgeted, as it very <br />well may be next year, I personally believe, <br />then they can go ahead even though the final <br />appropriation bill hasn't been passed, to pre- <br />pare construction documents, etc." <br /> <br />"The supplemental appropriations bill is <br />usually passed in the early days of a session <br />whereas we know from this year, the regular <br />public works bill was not passed until this <br />month.
