CWCB staff is working with the Company and with the staffs of the Department of <br />Natural Resources and the Division of Parks and Outdoor Recreation to prepare a funding <br />proposal for the Jackson Lake Dam Project to be presented to the Board in January 200!. <br />Attached is a letter from the Company requesting that the existing authorization be continued. <br /> <br />Staff Recommendation - Staff recommends that the existing authorization for the Jackson Lake <br />Dam Project in SB 94-29 be continued for another year. <br /> <br />f) Town of Minturn - Bolts Lake Purchase and Rehabilitation - The Town of Minturn has <br />an authorization for a Construction Fund loan of 5360,000 in SB 96-153 for the purchase and <br />rehabilitation of Bolts Lake for use as a municipal raw water reservoir. The Town has <br />encoLtntered problems in attempting to acquire the property on which the reservoir is located. <br />Staff is concerned that the property acquisition is a situation that may not be resolved any time in <br />the near future. In addition, an updated feasibility study is needed to confirm the scope and cost <br />of the project. Staff believes that a new authorization may be appropriate at such time as the <br />Town acquires the property and is ready to proceed with the project. This was discussed by <br />phone with the Town Manager who agrees with the staff recommendation. <br /> <br />Staff Recommendation - Staff recommends that the Town of Minturn's Bolts Lake Project in SB <br />96-153 be de-authorized. <br /> <br />g) Town of Ourav - Skvrocket Creek Deflection Proiect - A Construction Fund loan of <br />555,000 for the Skyrocket Creek Flood Control Project was authorized in HB 00-1419. The <br />Town has provided the Board with a new project scope which is under review. The Town will h~ <br />:11al(i!:g a :i?~'.... st for a new project authorization. <br /> <br />Staff Recommendation - Staff recommends that the existing authorization for said project in HB <br />00-1419 be de-authorized. <br /> <br />h) Pagosa Area Water and Sanitation District - Stevens Lake Reservoir Enlargement - The <br />Pagosa Area Water and Sanitation District is the major water provider in the Pagosa Springs <br />area. The project involves the expansion of raw water storage capacity the in District's Stevens <br />Lake Reservoir. The project was authorized for a Construction Fund loan of 51,912,000 in HB <br />93-1273. The District is currently in the process of obtaining a 404 Permit for the project and will <br />update the feasibility study after permitting is substantially complete. Attached is a letter frO'l\l the <br />District requesting that the existing aLlthorizalion be continued. <br /> <br />Staff Recommendation - Staffrecommends that the existing authorization in HB 93-1273 for the <br />Stevens Lake Reservoir Enlargement be continued for another year. <br /> <br />i) Town of Pagosa Springs (Pagosa Springs Pipeline Companv) - Geothermal Raw Water <br />Pipeline The CWCB approved a Construction Fund Small project Loan of 560,000 to the Pagosa <br />Springs Pipeline Company on :--Iovember 7, 1995. The Company does not plan to construct this <br />project and does not need the CWCB loan. Please see Attachment L <br /> <br />3 <br />
