<br />Non-Reimbursable Application - CWCB Constrnction Fund <br /> <br />Form Revised August 2004 <br /> <br />5. Explain why you are requesting a grant, instead of a loan. (the Construction Fund exists primarily to <br />provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br />reimbursable investments are approved only when the project or study is of statewide interest and <br />benefits a wide range of people and organizations, and/or a large geographical area. <br /> <br />A non-reimbursable grant will demonstrate that the Colorado Water Conservation Board is a <br />strong partner in this tremendous endeavor and has a vested interest in protecting Colorado's <br />valuable water resources and Colorado's rural economy. Additionally, upon approval of the <br />CREP proposal, the grant funding will be incorporated as part of the non-federal match <br />required by the program. <br />This project encompasses major portions of three river basins that are significant to the rural <br />communities as well as the State of Colorado. <br />This project, if funded, will leverage four federal dollars for every one non-federal dollar <br />invested and has the potential to conserve between one hundred twenty thousand (120,000) <br />and one hundred fifty thousand (150,000) acre feet of water per year. Additionally, water <br />quality and wildlife habitat will be greatly improved within the project areas. <br />Conservation Districts, Water Conservation Districts, agricultural organizations, natural <br />resources organizations, and local governments are in support of voluntary programs such as <br />this that provide the opportunity to address resource concerns through incentive-based <br />processes. <br /> <br />6. List any feasibility study or scope of work that has been completed or is now in progress for the <br />proposed project or study. (Submit one copy with this application): <br /> <br />South Platte River - The South Platte Lower River Group (SPLRG) has numerous completed <br />and ongoing projects. The most notable is the Tamarack Project which is a recharge project On <br />the Colorado Division of Wildlife's Tamarack State Wildlife Area. <br />Republican River - The recently formed Republican River Water Conservation District intends <br />to assess fees On irrigation wells, in part to help provide funding for the CREP proposal in the <br />Republican River Basin. Future funding through this District may be pursued through taxing <br />authority awarded to the Water Conservation District. <br />Rio Grande - The Rio Grande Watershed Association of Conservation Districts has an <br />approved proposal for Ground and Surface Water Conservation Program through NRCS to <br />address water shortage issues in the valley. CREP will augment those efforts. <br />
