least five years before we are able to come
up with the comprehensive detailed information
that has been prepared for the Arkansas River.
The Arkansas was our first target and detailed
surveys on that river have now been virtually
completed.

On the question of personnel, we are having
some difficulty in all the state agencies with
the employment of competent engineers. We
still have vacancies on our staff. The salary
schedule is simply not high enough to attract
the people ,.,hom we would like to have. tVhile ie,
I 1t/as busy trying to raid other states for 'J'
engineers, Wyoming snatched one of ours. One fiC'
of our Senior Engineers tendered his resigna.,-v,'"
tion yesterday to accept the job as Chief of
Water Resources for the state of Wyoming. I
had just raided our own state Engineer's
office - we employed two of his engineers and
promptly lost one to Wyoming.

Quincy, we would like for you to try to
explain tile situation to the people in the san
Luis Valley. We are starting the work there
and we are putting a considerable amount of
money into the Valley this year. Before we
are through the study will involve about a
half million dollars.

Is there anybody here from the Albuquer-
que District, Corps of Engineers? Apparently
not. There is a report from the District Engi-
neer at Albuquerque which will be included in
our minutes as though read in full."

Following is the report from the Albuquerque District,
corps of Engineers:

"Reference is made to your notice dated 13 June 1966 and
agenda enclosed therewith advising of the regular meeting of the
Colorado Water Conservation Board on 3 July 1966 at tile Tomichi
village, Gunnison, Colorado. In response to item 2e of the agenda,
information on the activities of the Albuquerque District in Colo-
rado is furnished in the following paragraphs.
