MR. SPARKS:

MR. SAUNDERS:

"

plains of the Arkansas River and main tribu-
taries from Pueblo, Colorado, to Ellinwood,
Kansas.

That completes our report."

I

"Are there any questions on the report of
Region 7?

I think a small item on the Trinidad Proj-
ect is of some interest. This project has been
plagued with difficulties since it was author-
ized some ten years ago now. I guess it wasn't
quite ten years, 1958 I believe was when it was
authorized. We are probably at this time
closer to construction of that project than we
ever have been.

ltr. Saunders represents tile purgatoire
River Water conservancy District. Glenn, do
you have any comments on the Trinidad Project?"

"There is authorization money available to
start construction of the project and the Army
Engineers are anxious that we get this job
under ''lay by the first two weeks in August.
~'le have meetings set up with the remaining
di tches. T'1e have every reason to believe now
that we are going to get the job done.

The biggest hurdle was the Model Reserv-
voir and that turned out to be a very interest-
ing situation where we had a proxy fight, just
like you would in a corporation, among the
dissident elements, and the folks who are in
favor of the project won out. I had a proxy
myself for 240 shares and made all the motions
and all tile motions got passed by the same
number of votes on each one of them.

I

This project is going to be much better
for the area than some people realize. It will
be, for a small project I think, a real credit
to the Bureau and to the Water Conservation
Board because actually without the efforts of
the Water Conservation Board, its Director,
