Mr. Carpenter stated that the first question <br />to be determined would be whether or n6t the Board was in favor of such <br />legislation, and, seoond, the position of the Board with respeot to oertain <br />oontrolling prinoiples involved. <br /> <br />It was moved by Mr. Carpenter and seconded by Mr. Foster that the <br />Colorado Water Conservation Board favor&; legislaticn _ding the <br />present statutes of the State, insofar as stook _ter reservoirs <br />are conoerned. <br /> <br />friscussion of the motion followed and during suoh discussion, <br />Governor- Ralph L. Carr came into the meeting. <br /> <br />It was moved by Mr. Stone and seoonded by Mr. Hinderlider that <br />the' motion made be amended to read 1 <br /> <br />"The Colorado Water Conservation Board favors legislation <br />amending the present statutem of the State of Colorado insofar <br />as the same effects small reservoir""development for stock water <br />purposes, subjeot to agreement by the Board as to the form and <br />provisions of suoh legislation." <br /> <br />After further disoussion the motion, as amended, was unanimously <br /> <br />adopted. <br /> <br />It was moved by Mr. Dille and seconded by Miss pointer thai; the <br />provision for tax reduotion, as an inducement for the construction <br />for small stook water reservoirs, be eliminated from the proposed <br />legislation, and that legislation be worked out on the basis of <br />administration and construction provision. <br /> <br />After discussion, the motion was unanimously adopted. <br /> <br />I t was moved by Mr. Carpenter and seconded by Mr. Dille that the <br />administration of the construction of small stock water reservoirs <br />be vested exclusively in the State Engineer. <br /> <br />After discussion the motion was unanimously carried. <br /> <br />Gail L. Ireland, Attorney General, came into the meeting and hiS, <br />appearanoe was noted in the minutes. <br /> <br />It was moved by Mr. Carpenter and seconded by Mr. Foster that the <br />Board eliminate fram consideration, in the discussion of small <br />reservoir ]a gislation, the repeal of the present law with respect to the <br />10 foot limitation for reservoirlJ not subjeet to the jurisdiction of the <br />li'tate Engineer. <br /> <br />Discussion of the motion continued until the noon reoess. <br /> <br />The meeting recessed until 1130 P,M. <br /> <br />
