was suggested that various provisions of the proposed legislation be taken
up separately and disoussed. Mr. Carpenter stated that the first question
to be determined would be whether or n6t the Board was in favor of such
legislation, and, seoond, the position of the Board with respeot to oertain
oontrolling prinoiples involved.

It was moved by Mr. Carpenter and seconded by Mr. Foster that the
Colorado Water Conservation Board favor&; legislaticn _ding the
present statutes of the State, insofar as stook _ter reservoirs
are conoerned.

friscussion of the motion followed and during suoh discussion,
Governor- Ralph L. Carr came into the meeting.

It was moved by Mr. Stone and seoonded by Mr. Hinderlider that
the' motion made be amended to read 1

"The Colorado Water Conservation Board favors legislation
amending the present statutem of the State of Colorado insofar
as the same effects small reservoir""development for stock water
purposes, subjeot to agreement by the Board as to the form and
provisions of suoh legislation."

After further disoussion the motion, as amended, was unanimously

adopted.

It was moved by Mr. Dille and seconded by Miss pointer thai; the
provision for tax reduotion, as an inducement for the construction
for small stook water reservoirs, be eliminated from the proposed
legislation, and that legislation be worked out on the basis of
administration and construction provision.

After discussion, the motion was unanimously adopted.

I t was moved by Mr. Carpenter and seconded by Mr. Dille that the
administration of the construction of small stock water reservoirs
be vested exclusively in the State Engineer.

After discussion the motion was unanimously carried.

Gail L. Ireland, Attorney General, came into the meeting and hiS,
appearanoe was noted in the minutes.

It was moved by Mr. Carpenter and seconded by Mr. Foster that the
Board eliminate fram consideration, in the discussion of small
reservoir ]a gislation, the repeal of the present law with respect to the
10 foot limitation for reservoirlJ not subjeet to the jurisdiction of the
li'tate Engineer.

Discussion of the motion continued until the noon reoess.

The meeting recessed until 1130 P,M.
