<br />It appearing that Governor Ralph L. Carr, Chairmen of the Board. wall
<br />not present at the oommenoement of the meeting, Vioe-Chairman, Chris Wallrich,
<br />presided.
<br />
<br />Mr. David Miller, an Attorney at Law, representing a group of farmerll
<br />interested in developing underground water supplies between Hudson and Kersey
<br />in Weld County, appeared beofre the board and expressed the desire of the farmers
<br />wham he represented for the initiation of an investigation of unde~ground water
<br />lIupplies in his area, and a termination of the effect and development of suoh
<br />supplies on existing surfaoe water uses. He further explained the inability of
<br />seouring finanoing from the' Farm Seourity Administration for pump operations,
<br />beoause of the inadequate data available with respect to such underground
<br />water supplieS'. and the relation cf the development thereof to present uses. He
<br />stated that. the farmers had raised $350.00 for a preliminary report on the area,
<br />and he expressed his willingness that the report be reviewed by the staff of the
<br />Colorado Water Conservation Board. After Mr. Miller'a; statement it was suggested
<br />that no aotion be taken until representatives of the Federal Agenoies were given
<br />an opportunity to express their vi_ and position with respeot to the proposed
<br />undergrouncf water development in the Kersey Area.

<br />There then oame on for oonsiderationproPOled legislation regula ting
<br />the oonstruotion and operation of stook water tank,' (small reservoir develop-
<br />ment) in the State of Colorado. It was explained by the Direotor that Mr.
<br />Carpenter- had submitted to the meinbers of the Board his suggestions for sueh
<br />legislation and that oomments had been received fram Miss Pointer, Mr.
