way at Government expense. Irlt is a flood control works
whioh r~qulre9 ohannelizat1on and takes chAnnel psctlfication
and that sort of thing, therlghts of way must be $.oqu11"e4 by
the ~oal1y affected 1nterests, and these intereste, 1n'
addItIon to 8<lquIrIng rights of way, must agree through a
legal organizaUon to maIntain and operate the works. With
this aUI tude 011 the part of the local people and they, 1
belieVe from the hear1ngs 1 have attended, know what they are
talking about, 1t would seelll thla Soard would not be JustifIed
