<br />In a related effort, we are working with state and feder~l agencies to develop a Scope of Work for a . <br />Watershed Restoration Plan for the entire Alamosa River watershed. The planning effort is underway at <br />the request of the state and federal trustees for the Natl.lra1 Resource Damage Settlement, a result of <br />negotiations between the operators of the SummitvilleiMine, the state and the federal govenunent. The <br />settlement provided $5 million, 50% to the state and 50% to the federal govenunent, to address damages <br />caused by the mining operation, The expectation is that the restoration plan, when completed, will <br />provide a framework for developing specific restoration proposals and for evaluating each proposal for <br />possible funding from the settlement fund. This plan will incorporate the work that is currently being <br />funded by CWCB, as well as complementary work bejng funded by the Colorado Department of Public <br />Health and Environment. <br /> <br />Creede Watershed Work: The Upper Willow Creek Restoration Study is nearing completion. The <br />Willow Creek Restoration Committee, a local watershed group, is directing the effort, partially funded <br />by the CWCB. The consultant for the study is Agro Engineering, an engineering firm located in Monte <br />Vista. Potential flooding risks and debris risks related to flooding have been identified in the portion of <br />the watershed upstream of Creede. Preliminary alterniltives for addressing those problems have been <br />presented to the committee, Those alternatives will be considered formally at the committee's regular <br />monthly meeting in Creede on September 4, 2002. The study will conclude with recommendations to <br />the committee for design and implementation of speci!fic projects. Separate efforts, not funded by <br />CWCB, are underway to address the replacement or rypair of the flood control flume in Creede and the <br />restoration ofthe stream from the downstream end of Cree de to the confluence with the Rio Grande. <br /> <br />San Juan and Dolores River Issues <br /> <br />ALP Operations Committee: Reclamation is in the process of establishing a Project Operations <br />Committee (POC). The POC would oversee the long;term operation, maintenance and replacement <br />activities for the ALP. The Board instructed staff to participate in these meetings, unfortunately, the <br />next one is September 11 th in Durango. ' <br /> <br />Navajo Dam and Reservoir Re-operations EIS: Work on the draft EIS continues. The schedule for <br />release of the Daft EIS for the 60-day public review and comment period is now September 2002. On <br />Aug. 16 we received a summary of the DEIS for review. Once the DEIS is released three public <br />meetings will be held. The meetings are scheduled on Oct. 1 in Farmington NM, Oct. 2 in Durango, and <br />Oct. 3 in Bluff, UT. <br />, <br />Navajo Dam releases will be a constant 800 cfs for the remainder ofthe year in order to maintain at least <br />500 cfs through the critical habitat even though the d~ought persists. Inflow is now less than 125 cfs per <br />day. The April-July inflow was 46,700 acre-feet ofj*st 6% of average, an all time low. <br /> <br />San Juan RIP: The next meeting ofthe Coordinatioil Committee has been moved to late September <br />August. Items of discussion will include the 2003 budget and work plans. We will also discuss Navajo <br />operations and the need to reduce the flow targets un4er these drought conditions for the remainder of <br />the year. A Navajo Dam operations meeting is schequled for Sept. 24 in Farmington. <br /> <br />ALP Update: Reclamation has published a news1ett~r concerning the Animas- Ia Plata Project. It is <br />attached for your information. <br /> <br />Gallup-Navajo Project & Lake Powell Pipeline: The Upper Colorado River Commission continues to <br />spend considerable time discussing the Navajo-Gallup Project and issues associate with the use and <br />export of water from the Upper Colorado River Basin to the Lower Colorado River Basin. We continue <br />to narrow the differences on this matter. Towards thiS end Colorado has submitted another draft <br />resolution to the Upper Basin States for consideration.
