<br />General Issues <br /> <br />The general issues which surround each of the Colorado study <br />rivers can be summarized as fallows: <br /> <br />1. The desireability of preserving of the study river in <br />its free flowing condition. <br /> <br />2. The water resource Qevelopment options, if any, which <br />would be foregone should designation occur and the <br />relationship between designation and decreed water <br />rights. <br /> <br />3. The impact upon public and private lands should <br />designation occur. <br /> <br />4. The impact upon the natural resource should designation <br />occur. <br /> <br />Recommendation <br /> <br />I recommend that the Boa~d become familiar with the National <br />wild and Scenic Rivers Progra~, the Colorado study rivers, and <br />the gene~al and specific issues sur~ounding each of these study <br />rivers. I believe that this ~ould best be accomplished by <br />putting this matter on the agenda for the next meeting when the <br />staff could present the results of the individual wild and scenic <br />rivers studies, the issues sU~rounding them, and the <br />Federal-State recommendations.
