<br />one or more outstanding remarkable scenic, recreational, <br />geologic, fish and wildlife, historic, cultural, or other similar <br />values. <br /> <br />~he second task was to determine the classification of the <br />various reaches of river. There are three types of <br />classification: Wild, Scenic, and Recreational. The attributes <br />and management objectives for each of the three river classifica- <br />tions are given in Appendix B. <br /> <br />Reports describing the stUdy rivers' eligibility for <br />inclusion into the National Wild and Scenic Rivers System and the <br />study teams' recommendations have been completed for all 12 <br />Colorado rivers. The current status of each study is given in <br />Appendix C. 'To date, no Colorado rivers have been designated for <br />inclusion into the National System. <br /> <br />Proposed Legislation <br /> <br />Even though no Colorado rivers have been designated for <br />inclusion into the national system, there has been and continues <br />to be interest at the local, state, and national level to have <br />some Colorado rivers so designated. <br /> <br />In 1977, President Carter proposed legislation which would <br />have designated the Dolores River a part of the national system. <br />No action was taken by Congress. <br /> <br />In 1978, Representative Burton from California introduced an <br />omnibus bill which included the Dolores River. Due to local <br />opposition, the Dolores was later dropped from this bill. <br /> <br />Again in 1979, president Carter proposed legislation to <br />include the Gunnison and Encampment Rivers in the National <br />System and to re-emphasize his support for the Dolores River. <br />Again, no action was taken by Congress. <br /> <br />More recently, Representative Hank Brown introduced <br />legislation (H.R. 6980) ~n this session of Congress to designate <br />portions of the Elk and Encampment Rivera,as part of the National <br />wild and Scenic Rivers System. Also, Pres ident Reagan has <br />recently proposed legislation ~hich includes the designation of . <br />the following four Colorado rivers: the Elk, Conejos, Los pinos, <br />and piedra. <br /> <br />Finally, draft legislation concerning the designation of the <br />Gunnison River has recently been under consideration. <br /> <br />MEMORANUDM <br /> <br />-3- <br /> <br />9/27/82 <br />
