Walker <br />~tVDir@Ctor <br /> <br />FROM: aill McDonald, Director <br /> <br />DATE: September 9, 1982 <br /> <br />SUBJECT: Status of S.B. 439 Project Studies <br /> <br />Introduction <br /> <br />As you are aware, S.B. 439 (Ch. 426, Session Laws of <br />Colorado 1981) authorized the ewcs to study four potential water <br />development projects: the Cache la Poudre project (Cache la <br />poudre River), the Hardin Dam project (South platte River), the <br />Una Dam project (Colorado River), and the Yellowjacket project <br />(White River). The bill specifies that not more than $300,000 <br />shall be expended for each study. <br /> <br />Scooe of Studies <br />, <br /> <br />The objective of all four studies is to evaluate, at a <br />reconnaissance level of detail, the engineering feasibility and <br />cost of each potential project. In addition, an economic <br />evaluation (i.e., cost-benefit analysis) is included in the Cache <br />la poudre project study. An economic evaluation was also to have <br />been included in the Hardin Dam study, but this was ultimately <br />deleted in favor of gathering geotechnical information, data for <br />which were sorely lacking. <br /> <br />An economic evaluation has not been included in the studies <br />of the Una Dam and Yellowjacket projects because there is very <br />little information available on the value of industrial water <br />supplies in western Colorado (i.e., it is not possible to <br />accurately estimate the benefits of industrial water supply <br />projects).
