ON N~.TUP.AL, RESOURCES AND, ENVT.Rm:MF.NT <br /> <br />ISSUE: <br /> <br />What kind of cost sharing arrangements should the Administration <br />require for federal water projects? <br /> <br />B;.:CKGROUNiJ : <br /> <br />Water projects have contributed significantly to the health, <br />prosperity, and quality of American life. In this era of federal <br />fiscal austerity, the continued development of such projects will <br />. requ:re non-federal participation in project planning, finance, <br />and ~anagement. Without such cost-sharing arrangements, much <br />needed development of this vital resource is in jeopardy. <br /> <br />D!5CtJSS!ON: <br /> <br />The t'...o..l'mportant federal ....ater project responsibilities have <br />been (1) project planning and evalQation, and (2) project finance <br />and repayment. The Cabinet Council on Natural Resources and <br />Environment, in conjunction ....ith the Water Resources Council, has <br />recommended ne.... principles and Guiqelines for planning and <br />evaluating economically viable, environmentally sound water <br />projects. These guidelines replac~ the very rigid and cumbersome <br />Principles and Standards that have contributed to a hiatus in <br />....ater project development. In addition to these principles and <br />Guidelines, the Cabinet Council now recommends, as part of this <br />Adminiztration's comprehensive wat~r project development policy, <br />the adop~ion, as po'1icy, of cost sharing wi th non-federal project <br />bene f i cia ri es. <br /> <br />" <br /> <br />~n the current era of budgetary stringency, some cost sharing for <br />water projects is a necessity. Set forth below are the cost <br />sharing recommendations of the Cabinet Council. <br />
