"How many of these consent agreements do
you have to get signed in order to go ahead
with this project?-

-I would say they would have to have a
large percentage of them. There are some People
who have senior water rights who would '
probably not sign agreements. There would be
some of that water coming througl;l,I should
think. , Maybe all could be taken out of
the South Fork."

-You cannot touch that existing water
right and in our country, we are getting more
and more winter irrigation, especially in late
fall, and it is possible there will be some
of that water in tne fall and during the winter
months. If we get, say, two-thirds of the
water right consent agreements, that one-third
would have to be passed through whenever called
for."

"I believe in a dry area like the Arkansas
Valley and the San Luis Valley, as important
as irrigation "is, we consider winter irrigation
equal to two or three times summer irrigation.
~ believe you would always have enough demand
for water present in the wintertime. Looks
like thi~ water might be used during this
winter irrigation, maybe on la~d at this
point and between the dam, and the South Fork
could make it up."
