This item has been
added to the agenda for the meeting and notice will be posted on the CWCB web site
(www.dnr.state.co_us) and at the CWCB offices in accordance with C.R.S. 37-60-107.

Backl!:round

Model Reservoir is located about 13 miles northeast of Trinidad in Las Animas County and is
owned by the Model Land and Irrigation Company. It is a regulating reservoir used to store
water for the irrigation of 6, 150 acres of cropland below the dam,

Emerl!:encv Conditions

During the storm event, which occurred earlier this month, a very large amount of runoff
originating in the local drainage basin flowed into Model Reservoir and overtopped the outlet
conduit on May 2nd. (Some excavation above the outlet conduit resulted in a discharge elevation
lower than the spillway crest.) The floodwaters damaged the outlet gate tower and eroded a
portion of the dam embankment. Because of the flood damages, the owners are unable to convey
irrigation water through the reservoir and there is no way of bypassing water to the irrigated
lands below the dam.

In addition to the damages to Model Reservoir and to Model Ditch below the reservoir, there was
flooding downstream impacting a railroad embankment, another irrigation ditch, county roads
