I think that first, the Ie <br />statement of policy has to be broadene9, second formal <br />action on the Membership Committee, and third, determination <br />of the manner in which the expenditure should be authorized." <br /> <br />Mr. Dille said he understood that some members were <br />not confirmed until several days after the meeting of <br />February 16. <br /> <br />Mr. Dutcher: "We did not have the Bill at that time, <br />providing for the appropriation of the $100,000" nothing to <br />go on from that standpoint. I certainly will agree with <br />Mr. Breitenstein that I don't believe that this matter con- <br />cerning the expenditure of the $100;000 should be delegated <br />to the Conference Committee. It should be expendeg I believe, <br />by the Colorado Water Conservation Board, under the direct <br />supervision of our Director, after consultation with the Board. <br />However, I feel as though the Conference Cornnittee should make <br />the recommendations and determine how the engineers should be <br />selected, work in keeping with the provisions of the Act, and <br />not exceed our power to expend more money than contemplated by <br />the Act." <br /> <br />"Another matter that I feel is of grave concern to Western <br />Colorado and certainly my intention whether included in the <br />resolution or not, and I think the intention of the Western <br />Colorado members at that time, was that a study would be made <br />to determine the present and prospective uses of water as near <br />as could be determined. Then if it was determined that there <br />was surplus water in Western Colorado, particularly in the Blue <br />River, how much water should be diverted to Denver; and under <br />what circumstances and. conditions? That~is very necessary, Mr. <br />Chairman, in my opinion, because certain safeguards must be <br />provided for Western Colorado in keepihg with policy established <br />by this Water Board." <br /> <br />A supplemental resolution could be drawn or made which <br />. would carry out the provisions of this Act, and clarify possibly I <br />the understanding as to the agreement between. Eastern and <br />Western Colorado on February 17. I am not critiyising the <br />resolutions, but think if possible' we should have a new <br />resolution which could include all of these ideas; it might <br />be the thing to do. There is nothing in the original resolution <br />of February 17 aut~orizing the expenditure of that money by the <br />Co~~ittee. Suggest offering supplemental resolution. Doesn't <br />go far enough. " <br />
