I think they could probably do the most efficient job of <br />anybody you could find. I think you should give consideration to the <br />fact that in the Yampa-White basins you have very meager data compared <br />with other areas. _ Two of these men now have offers from other sources <br />of emRloyment, and I could not guarantee that they would not accept an <br />offer from you. We think they would be available to continue that work <br />if you should desire them, but I CQuld not promise. It would probably <br />take one year's time if we had all five of them, to complete work in the <br />Colorado basins. If it is desired to bring out data for this Conference <br />Committee or for making a decision on your use of water in Colorado, they <br />~ould be a source of getting that information. <br /> <br />Mr. Pu~he said they did make quite a reconnaissance on the Snake, <br />but it is a part of an Upper Colorado River participating projeot - not <br />an initial project. Yampa-~~ite is little bit here a~d little bit there - <br />did not get finished. I think if they could make some reconnaissance <br />report on that for the Conmittee and the ~~ter Board maybe it would give <br />us some-information as to the potentials as brought out here by John Will <br />this morning. ITe need it as quickly as possible so as to finish in time <br />for the roport on the main stream of the Colorado. There may be the <br />question of diversions here, water from the Yampa supply to the White. <br />. Bailey asked Mr. Breitenstein to open discussion regarding <br />H.B.h57 regardin6 appropriation of $10,000 for a study in the Rio Grande <br />Basi-n. <br /> <br />Mr. Breitenstein presented a memo which he prepared at the request <br />of the Governor and Attorney General to submit to Chairman of Appropria- <br />tions Committee of the House. <br /> <br />MEMORANDUM ON REQUEST FOR ADDITIONAL APPROPRIATION TO <br />COLOP~DO WATER CONSERVATION BOARD TO FINANCE THE RIO GRANDE <br />INVESTIGATION. <br /> <br />The purpose of this memorandum is to set forth the facts regarding the <br />critical situation on the Rio Grande. Colorado in 1952 failed to <br />deliver at the Colorado-New Mexico line the quantities of water which <br />the Rio Grande Compact requires. This breach of the Compact may in- <br />volve Colorado in an interstate lawsuit in the United States Supreme <br />Court. Every effort should be made to avoid such a lawsuit. In order <br />for Colorado to account for its failure to make the required deliveries <br />it is necessary to know whether or no~ such failure is the result of <br />adverse natural conditions or because of increased stream depletions <br />by the activities of man. <br />
