178

Mr.. Bailey said "I am hoping that this Conference Committee,
probabli prior to June 1st, will have reached some conclusi?n about the
Engineer contract. This would require another meeting of the Board.

Mr. Crawford stated he thought there should be a meeting of the
Conference Conmittee on the 4th or 5th or May, and a meeting of the
Board any time immediately following that.

Mr. Bailey said it might be a mistake if we took actio~ today.

I

Mr. Breitenstein said, "This report I got from Nebraska was not as
optimistic as Mr. Batson's. Seemed to be in dispute with l~gislation
or a Bill which got tied into this one on the North Platte."

Mr. Bailey said, "I think the Board should authorize the filing of
that Bill in the Supreme 60urt if they don't do something by June 1st,
If we can take that action later might be better than taking it today.

1.r.r. Breitenstein recommended giving all parties to the. stipulation
until June 1st to do necessary things to make stipulation effective.
Colorado and Wyoming have done'all of it, he added.

Mr. Batson said it is a situation where later action would be more
gracious Wyoming took immediate action On introduction of the bill, he.
said; we received Colorado's comments on the . Glendo report, .either today
or last week. We should not take action so quick, without giving
Nebraska a little ttme.

Mr. Bailey said to 'let the matter ride to next meeting.

Mr. Crawford said the comments of the Director on Glendo had left
his office April 11th and that April l)th was the deadline.

16. Mr. Crawford made the following statement: "In a letter re-
cently received from Atr. Larson of Region 4 of the Bureau of Reclamation,
he suggested that if the Board had' funds available to secure more land
classification data on the Yampa-white, there were employees of his
organization who would probably be released by May 1st, and who could be
put directly on such work. I informed IJr. Larson that in all probability
we would not be able to release funds in the amount of $30,000. It is
important, however, that we secure as much data in as short a period as
possible, with regard to land classifications, particularly in those two
basins. Also that we must have this data, not a year from June, but
before the first of September. Would the Board favor continuing corres-
pondence with JAr; Larson on the subject of securing services of techni-
cal, people,'who are about to leave the service of the Bureau."

IJr. Dutcher asked how much Mr. Crawford thought ~t would cost.

Mr. ~rawford replied, "A year and $30,000 from our funds in addition
to financial cooperation from the Bureau."

I

Mr. Jennings made the following statement, "Iexpected, and hoped we
would have some funds to continue this work. Now, word received from
V:ashington leads us to believe that we will have no funds for the next F.Y.
