<br />176 <br /> <br />The regular work of the Board was enough to destroy the life of one man, <br />and to impose another burden on the Director would make it impossible <br />to carry on the important work he already has. This act, we have to <br />obey, but should ask for funds out of the emergency fund to employ a <br />separate force and let them handle this administrative work. It is <br />quite evident the Director has all he can do already.!' <br /> <br />Mr. Dutcher said, "Let us follow that through. If we are not <br />going to get any additional fUl'lds, what then?" <br /> <br />I <br /> <br />Mr. Saunders reoolied, "Put it up to the Governor. I believe <br />that is the move." <br /> <br />Mr. McCormick said, "I make such a motion." <br /> <br />Mr. Pughe seconded the motion. <br /> <br />Mr. Breitenstein said, "Ask Attrorney General what you should <br />do where you haven't any money. Take up with both of them. Your <br />committee (Director, Vice-Chairman) should confer with Attorney General <br />as well as with the Governor. It <br /> <br />Mr. Dutcher advised that Attorney General should accompany <br />t'1em to the Governor. Mr. Hinkley agreed with this.< <br /> <br />Motion was unanimously carried: <br /> <br />. 15. Mr. Bailey next introduced Mr. Moses, who had arrived a few <br />moments previously, and asked Mr. Breitenstein to explain the matter <br />in which Mr. Moses was interested, to the Board, Mr.. Bailey commented <br />~he matter arose in connection with the delivery of water to New Mexico <br />under the Rio Grande. Mr. Hinderlider was sent for. Mr. Bailey con- <br />tinued by recalling that we had reported to the Board. before that the <br />three states of Nebraska, ~yoming and Colorado were negotiating for a <br />modification of. the decree in U. S. Supreme Court in the North Platte <br />case. Most of you have in mind, he said, the fact that this requires <br />that certain thing€ would be done. Nebraska has yet to act. Glendo <br />project stipulation is approved by everyone; Wyomin~ passed necessary <br />legislation. Colorado has sent in its favorable C0I111Ilents on Glendo <br />Project. Nebraska has held up - on account of some legislative action <br />necessary in that state. <br /> <br />Mr. Batson said he had nothing new to report. <br /> <br />I <br /> <br />Mr. Breitenstein said Colorado will file petition for modi- <br />fication of decree. Board should meet ~gain before June 1 and there <br />should be a determination &s to what action should be taken. Marma- <br />duke very hopefUl that Nebraska legislature would pass the act. If <br />it does not pass, report will go forward or it vnllswing back where <br />we were before we began negotiations. <br /> <br />Mr. Saunders asked if a motion authorizing Attorney General <br />to take proceedings necessary to protect interests of Colorado was <br />advisable. <br />
