<br />~8 <br /> <br />I <br /> <br />SECTION 1. The Colorado Water Conservation Board is <br />hereby authorized and directed forthwith to make, or cause <br />to be made, a study of the water resources available from <br />surface supplies in that part of Colorado which lies west . <br />of the Continental Divide, and a study of the present and <br />potential uses thereof to the full extent necessary to a <br />unified and harmonious development of those waters for bene- <br />ficial use in Colorado to the fullest extent possible under <br />the law, including the law created by compacts affecting the <br />use of said water. The studies so to be made shall include <br />analyses of the extent to which water may be transferred <br />from one watershed to another within the state without <br />injury to the potential economic development of the natural <br />watershed from which water might be diverted for the develop- <br />ment of another watershed. <br /> <br />SECTION 2. The Colorado Water Conservation Board is <br />authorized and empowered to employ such persons, and enter <br />into such cooperative undertakings with agencies of government <br />as it may deem advisable for carrying out the work herein <br />above outlined. The employment in this section referred to is <br />of such persons as the Colorado Water Conservation Boara finds <br />may be necessary to meet an emergency by employing temporary <br />personnel to supplement the work of regular state employees, it <br />being the purpose of this law to provide for the utmost speed <br />in accomplishing its purpose. The Colorado Water Conservation <br />Board may grant such authority as it deems necessary or proper <br />to the persons it may designate to carry out the provisions <br />of this law. <br /> <br />SECTION 3. The Colorado Water Conservation Board shall <br />cause the results of the study hereinabove outlined to be <br />embodied in a written report, one copy of which shall be held <br />in the offices of said board as a public record available <br />for the use of any interested person. Copies of said report <br />shall be transmitted to each house of the General Assembly and <br />to the Governor, the State Engineer and the State Planning <br />Commission and the Game and Fish Commission. <br /> <br />I <br /> <br />SECTION 4. There is hereby appropriated out of any moneys <br />in the state treasury not otherwise appropriated, for the use <br />of the Colorado Water Conservation Board for the performance <br />of the work hereinabove outlired, and for no other purpose, the <br />sum of one hundred thousand dollars ($100,000). Said approp- <br />riation shall become available to the Board upon the effective <br />date of this act, and any unused portion of said amount remaining <br />unexpended at the end of any fiscal year shall not revert to <br />the general fund but shall remain for the completion of said <br />work until December 31, 1955; provided, however, that whenever <br />such work is completed said board shall so declare, whereupon <br />any unexpended portion of said fund shall at once revert to <br /> <br />the general fund. <br />
