Mr. Breitenstein next remarked that there was one <br />matter which he believed should be considered while Mr. <br />. Hunter ana Mr. Beaty were Aen; Item No. 8 on the agenda, <br />Delegation of Power by the Water Conservation Board to <br />the Colorado Conference Committee. <br /> <br />Mr. Crawford stated: At the meeting of the Water <br />Board on February 16-17, 1953,.a resolution was passed, setting <br />up the Conference Committee. In that resolution, the first part <br />says, "It was moved by E. L. Dutcher and seconded by George A. <br />Pughe that the Colorado Water Conservation Board submit the <br />matter concerning the request of the City and County of Denver <br />for federal funds with which to divert approximately 177,000 acre <br />feet of water from the Blue River in Western Colorado to a <br />Colorado Conference Committee, consisting of five members. . . " <br />That limits the duties of this Conference Committee to that area. <br />The bill, H. B. 457, which was ~ssed later, was much broader, <br />and uses the expression Western Olope, rather than the language of <br />this resolution. In delegating the power to the Conference <br />Committee, the resolution delegated power for a certain locality. <br />The Bill provided that the power of the Committee be broad enough <br />to take care of the entire Western Slope, rather than just the <br />Blue River in Western Colorado. In order to make this effective, <br />Mr. Saunders, at a meeting of the Conference Committee on <br />April 1st, submitted for approval, the following resolution: <br /> <br />WHEREAS this Board, on February 17, 1953, created the <br />Colorado Con~erence Committee. <br /> <br />vffiEREAS, subsequently thereto, H.
