Stone, the <br />first and sole Director of the Colorado Water Conservation <br />Board, Colorado has lost one of her most influential native- <br />born sons, who brought the State great honor by his conduct of <br />his office, and who accomplished great and lasting progress <br />in the use of her water resource, and in relations <br />with neighbor states, and - <br />WHEREAS at the beginning of his tenure of office, some fifteen <br />years ago, Colorado was the most backward of all Western <br />States in increasing water use; almost nothing had been done <br />for twenty years, and the Bureau of Reclamation had almost <br />cea5ed to function within the State, and <br />WHEREAS during his administration of the Water Board many <br />projects, large and small, were actually bucilt, both by <br />rederal agencies and by private initative, so th~t the <br />expenditure therefore exceeded two hundred millions of <br />dollars, and . <br />WHEREAS even this large physical program. did not, by any <br />means, embrace all Judge Stone's activities but at the same <br />
