WHEREAS, this Board, while recognlzlng the need I
for economy in the operations of the federal government, is
nevertheless deeply concerned over the effect of drastic
cuts in the Federal Reclamation program that must necessarily ,
result in the recommendations of such sub-committee are
approved by the Congress; and

WHEREAS, this-Board is particularly concerned lest
greatly reduced appropriations for general investigations
by the Bureau of Reclamation, as recommended by such sub-
committee, result in virtual stoppage of the investigations
program; and

WHEREAS, in the opinion of this Board, the carrying out
of an efficient and effective and sound program of general
tnvestigations is vital to the continued production of plans
for the conservation, control and utilization of western water
resources, which said plans can be put. into effect during
periods of lessened budgetary stress;

NOW, THEREFORE, be it resolved by the Colorado Con-
servation Board that its Director be, and he is hereby
authorized and directed to make such representations to
the Colorado delegation and to others as are calculated
to make all proper parties aware of the concern noted in
the preamble of this resolution.

WHEREAS, there has been called to the attention of
the Colorado Water Conservation Board, H. R. 2220, being
a bill uTo provide for closer supervision of the costs
of constructing irrigation and reclamation Projects, and
projects in the Territories and possessions of the United
States, U and

. WHEREAS, the Colorado Water Conservation.Board, is
wholly sympathetic with what it conceived to be the motives
of the amthor of said bill, to-wit: to obviate insofar as
practicable wide differences between the cost estimates
on the basis of which Reclamati9n projects are authorized
and the actual costs thereof; and

WHEREAS, the Colorado Water Conservation Board
notes with concern that certain provisions of said bill
may be construed as preventing the application of surplus
revenues from units of a project to the pay-out of costs
of other units of the same project, contrary to established
policy; and
