<br />155 <br /> <br />. . <br />WHEREAS, this Board, while recognlzlng the need I <br />for economy in the operations of the federal government, is <br />nevertheless deeply concerned over the effect of drastic <br />cuts in the Federal Reclamation program that must necessarily , <br />result in the recommendations of such sub-committee are <br />approved by the Congress; and <br /> <br />WHEREAS, this-Board is particularly concerned lest <br />greatly reduced appropriations for general investigations <br />by the Bureau of Reclamation, as recommended by such sub- <br />committee, result in virtual stoppage of the investigations <br />program; and <br /> <br />WHEREAS, in the opinion of this Board, the carrying out <br />of an efficient and effective and sound program of general <br />tnvestigations is vital to the continued production of plans <br />for the conservation, control and utilization of western water <br />resources, which said plans can be put. into effect during <br />periods of lessened budgetary stress; <br /> <br />NOW, THEREFORE, be it resolved by the Colorado Con- <br />servation Board that its Director be, and he is hereby <br />authorized and directed to make such representations to <br />the Colorado delegation and to others as are calculated <br />to make all proper parties aware of the concern noted in <br />the preamble of this resolution. <br /> <br />WHEREAS, there has been called to the attention of <br />the Colorado Water Conservation Board, H. R. 2220, being <br />a bill uTo provide for closer supervision of the costs <br />of constructing irrigation and reclamation Projects, and <br />projects in the Territories and possessions of the United <br />States, U and <br /> <br />. WHEREAS, the Colorado Water Conservation.Board, is <br />wholly sympathetic with what it conceived to be the motives <br />of the amthor of said bill, to-wit: to obviate insofar as <br />practicable wide differences between the cost estimates <br />on the basis of which Reclamati9n projects are authorized <br />and the actual costs thereof; and <br /> <br />WHEREAS, the Colorado Water Conservation Board <br />notes with concern that certain provisions of said bill <br />may be construed as preventing the application of surplus <br />revenues from units of a project to the pay-out of costs <br />of other units of the same project, contrary to established <br />policy; and <br /> <br />I <br />
