136

I

this has not been done so far as I know, but is a. matter on
which this Committee should have some instruction.

Mr. Crawford concluded that the above constitutes the
activities of the Conference Committee to date.

Mr. Saunders said: wwe don't have the Conference
Committee members confirmed yet. I would think that we should
go into that. Remember as far as Denver is concerned, Mr.
Petry was nominated as one of the persons to serve for the
Eastern Slo~e. I was to be his alternate because he was
unable to be present sometimes. Mr. Merriell who has been
nominated and is on the Western Slope, serves on the Engineering
Research Committee also. Mr. Robert Delaney has been selected
to serve on Conference Committee in Mr. f'lerriell's place. Some
alternate or substitute may be needed for these people. We
should make provision for substitutes because when the Committee
meets, it should be full. Work should not be slowed down,
there should be full representation. The whole objective
is to bring out a report that is going to be accepted."

Mr. Beaty remarked you cannot go into one of these
meetings "cold" and do much good. jl;r. Pughe stated that
the Water Board will appoint Mr. Robert 0elaney; that ~;r.
Delaney could select ~:;r. Merriell. We must complete our
organization, he said, so that we may know who this Committee
is. Delegate to the individual members of that Committee the power
to appoint and substitute in the event they are unable to act,
he advised.

Mr. Crawford suggested that the substitute be appointed in
exactly the same manner as the regular members, that is, by
the Board members from the Western and Eastern Slopes.

I

Mr. Hunter stated the proper procedure to take now would
be for those who are interested in the Western Slope and the
Eastern Slope to make their recommendations to this Board as
to who this Committee should be. The two Slopes make recom-
mendations to the Board and the Board can act on them today,
he said.

,

Mr. Dutcher then said that he would move that the Western
Colorado members of the Colorado Conference Com~ittee, con-
sisting of Frank f';erriell and George Cory be officially
confirmed and that Mr. Merriell's resignation be accepted by
the Board, and that Mr. Robert Delaney be substituted as 3
member of the Committee in Mr. jll"erriell's place, with the further
