power plant completion and finishing the completion of the reservoir.
The start of power production has slipped again until sometime early
this spring,' because of the accumulation of delaying factors and pro-
curement of equipment. We had a fire on the site and other things.

so we come now to the Western Colorado investigations and advance
planning programs. I will ask Mr. Rinckel to present that to you.

I

MR. RINCKEL: Mr. Chairman and members of the board and guests, anyone
that dOesn't have a copy of our report summary, Harl is passing it out,
I am not going to cover all the items on the report, so you might want
to follow along as I go through these various projects. May I say, as
Mr. Crandall did, that it is great to be with the board again and to
make this report. I am looking forward to the rest of the day and the
celebration tomorrow. I will try to hit the high points of our investi-
gational program and, again, you can follow the details on our outline.

First of all, on Dolores, we will be talking about that today and to-
morrow. About the only thing that I want to report on that is that the
prime contract for McPhee Dam is sCheduled for award in the fall of
1978. The total funds for Fiscal Year 1978 for the Dolores Project are
$5,700,000.

On the Dallas Creek Project, we have completed all of our rjght-of-way
purchases necessary for the road relocation and'for the materials in-
vestigation. The state Highway Department has approved the agreement
between the state and the Bureau of Reclamation for the relocation of
550. And as soon as we have approval to initiate construction, then
the federal government will sign that contract.

As far as the water contracts having to do with the project now, the
city of Delta has approved its contract for purchase of M&I water and
so has the'federal government. The Uncompahgre Water Users and Tri-
county have approved their contract for the purchase of irrigation water.
The city of ' Montrose has approved its subcontract with Tri-county, and
I believe they have signed it. The Tri-County plans to sign the contract
this weekend and submit it to our region by the first of next week. The
city of Olathe has passed a resolution saying that as soon as Montrose
signs its contract, it will sign a contract with Tri-County. so we
anticipate that the first part of October.

I

The funds for Dallas Creek Project for Fiscal Year 1978 total $11,775,000.
The prime contract fOr Ridgeway Dam is scheduled for the fall of 1978.
The initial construction will be the relocation of Highway 550 and field
inspections.

Moving on to Fruitland Mesa and Savery-Pot Hook, I think we are all aware
that these projects were deleted' from the 1978 budget--no funds--and the
funds allocated for 1977 have been rescinded for those two projects. So

-3-
