I

I

COLORADO WATER CONSERVATION BOARD MEETING MINUTES
Ramada Inn
Cortez, Colorado

September 23, 1977

The Colorado Water Conservation Board met, pursuant to notice, at
9:00 a.m., Benjamin F. Stapleton, Chairman presiding.

MR. STAPLETON: Ladies and gentlemen, we will call this regularly
scheduled meeting of the Colorado Water Conservation Board to order.
It is my pleasure to introduce a new member of the board, Pat Gormley,
from Grand Junction. Pat, it is nice to have you aboard. So we can
get a little background on you, would you just tell us about yourself?

MR. GORMELY: I am a third generation native of Grand Junction and
president of a savings and loan association, one of the four that are
over there. STAPLETON: Glad to have you with us, and I am sure you will
enjoy it.

MR. GORMELY: I am glad to be with you.

MR. STAPLETON: Our first item is a report from the Regional Director
of the Bureau of Reclamation, Dave Crandall.

MR. CRANDALL: Mr. Chairman and members of the board and guests,
this is the reclamation activities report which I have prepared in
digest form, and I will go through and make a few amplifying comments.
with your permission, Mr. Chairman, I would like to ask Project
Manager Rinckel to report on the activities under his jurisdiction
in Colorado, if that is satisfactory.

MR. STAPLETON: Fine.

MR. CRANDALL: If I may, I would like to introduce the reclamation
people that are here today and one other Interior representative,
Mr. Reid Nielson, the Regional Solicitor, who takes care of the
Upper Colorado Region business. I think it is a good idea not to
be too distantly separated from your lawyer when you travel.

It is a special pleasure for me to introduce a person who has
rejoined our region, having left here many years ago for greener
