<br />. <br /> <br />. <br /> <br />. <br /> <br />Second Regular Session <br />Sixty-third General Assembly <br />STATE OF COLORADO <br /> <br />INTRODUCED <br /> <br />LLS NO. 02-0655.01 Nicole Hoffman <br />Jameson HOUSE SPONSORSHIP <br /> <br />HOUSE BILL 02-1096 <br /> <br />SENATE SPONSORSHIP <br /> <br />(None) <br /> <br />House Committees <br />Local Government <br />State, Veterans, & Military Affairs <br /> <br />Seuate Committees <br /> <br />A BILL FOR AN ACT <br /> <br />CONCERNING LOCAL GOVERNMENT PLANNING FOR PUBLIC WORKS. <br /> <br />Bill Summary <br /> <br />(Note: This summary applies to this bill as introduced and does not necessarily reflect any amendments <br />that may be subsequently adopted) <br /> <br />Requires any municipality with a population of 10,000 or greater and any municipality or county having <br />a 5% growth rate or greater for any 2 consecutive years to create and implement a public works plan. <br />Directs such a municipality or county to demonstrate how it will provide public works for the area it <br />expects to occupy for 10 years based on the population projection for the local govenunent as determined by the <br />state demographer. <br />States that any local government that is required to create a public works plan shall determine, in its <br />discretion, what governmental services shall be included in such plan; however, requires that every plan include, <br />at a minimum, provisions for a water supply, a sewer system, fire and police protection, and transportation. <br />In connection with public works planning, authorizes local governments to provide public works using <br />their own resources, enter into intergovenunental agreements for the provision of public works, and contract with <br />private sector contractors for the provision of public works. <br /> <br />Shading denotes HOUSE amendment.
