<br />I <br /> <br />would greatly impair the financial feasibility of the Fryingpan-Arkansas <br />project. As it is. we are ~eleasing around II or 12.000 acre feet a <br />year from the project diversion facilities in order to make up these <br />minimum flows. That is assuming that only the minimum release is made. <br />These streams do start picking up immediately below the collection system <br />because there is a lot of drainage area below the system. This is what <br />we have embodied in the memorandum. It is in conformity with the opera- <br />ting principles and it is in conformity with the recommendations made <br />by the Division of Wildlife and the Bureau of Sport Fisheries and Wild- <br />life. <br /> <br />Mr. Stapleton: Larry. could you clarify for me what those various divi- <br />sions are? They are all under Tom and just explain. <br /> <br />Mr. Sparks: The Division of Wildlife is an agency of the state of Colo- <br />rado. It is a division of the Department of Natural Resources. The <br />Bureau of Sport Fisheries and Wildlife is a federal agency and is a <br />division of the Department of Interior. The two agencies. the state <br />agency and federal agency. work in close cooperation with each other in <br />developing data for the preservation of fish and aquatic life. <br /> <br />Mr. Stapleton: The Division of Wildlife and Division of Parks and Out- <br />door Recreation used to be Game and Fish. Is that right? <br /> <br />Mr. Sparks: Yes. It was the Department of Game, Fish and Parks. <br /> <br />Mr. Ten Evck: It was originally the Department of Game and Fish. then <br />they added Parks to it. It was the Department of Game. Fish and Parks. <br />And then when we consolidated in the reorganized government it became <br />the Division of Game. Fish and Parks within this department. A year <br />ago. it was separated again. So we now have the division which is now <br />called Wildlife and the other division is the Division of Parks and Out- <br />door Recreation. <br /> <br />Mr. Sparks: There are two separate boards, one for Parks and one for <br />Wildlife. <br /> <br />Mr. Stapleton: Now what action is required from this board at this <br />meeting? <br /> <br />I <br /> <br />Mr. Sparks: We would like to have the board approve these minimum flows <br />established in this memorandum. Our attorney. Mr. Moses. has prepared <br />a petition to be filed in the water court here in Glenwood Springs to <br />adjudicate these water rights to the state of Colorado in conformity with <br />Senate Bill No. 97. <br /> <br />-49- <br />
