I

I

detriment of the public.

I presume to suggest that this is a matter of major consequence about
which the Board should secure all of the pertinent information possible
before taking a position. I believe that I. as President of Rocky Moun-
ta1n!POWer Co.. among others. have much pertinent information concerning
tne public benefits inherent in this project which should be presented
to and discussed with your Board.

But there is a very important meeting of the Denver Water Board scheduled
for July 11th. which I am obligated to attend. Hence. I cannot be pres-
ent in Glenwood for the meeting of the Colorado Water Conservation Board
on that date.

I. therefore. respectfully request that determination of this item be
postponed until the next meeting of your Board and that I be afforded
an opportunity at that time to present the facts which clearly support
the importance of excluding the White River Meadows Area from the Flat
Tops Wilderness in order that it may be subject to development as an
appreciable contributor to the national effort to overcome the grave
energy shortage with which the country is now confronted.

In the meantime. I shall be available to meet with the staff of the
Board or otherwise supply pertinent information.

Respectfully submitted.

Isl Charles F. Brannan"

All this came about as far as I am concerned. in the two days. So that
the members of the board may know. I feel that in each instance of a
controversial nature we have given all sides an opportunity to be heard.
And I feel that that policy has effeted an understanding of fairness
and fair play which has enabled us to go further with our deliberations
and judgments. I do think Mr. Brannan is entitled to be heard. If we
went on with a determination in view of that letter. we would be doing
violence to what we have set apart as a program of this board. That is
my position on it as your chairman and I obviously will abide by your
decisions in these matters.

Mr. Vandemoer: Mr. Chairman. is there any reason why we can't wait a
month or so on this matter?

-45-
