The bill provides for the protection of <br />these areas from further exploitation and there is no provision for <br />taking them out of this designation. However, it obviously can be done <br />by the same authority that puts them in and that's the United states <br />Congress. The bill itself makes no provisions for subsequent exclusion. <br /> <br />Mr. Moses: I might suggest that I would suspect that removing it would <br />be much harder than putting it in. <br /> <br />Mr. Kuiper: Mr. Chairman. <br /> <br />Mr. Stapleton: Yes, Mr. Kuiper. <br /> <br />Mr. Kuiper: I would think some of the cattlemen on this board would be <br />interested in knowing whether this precludes the cattle that are grazing <br />in this area can go down and get a drink of water. It is probably the <br />only watering hole in the whole area. I wondered about that. <br /> <br />Mr. Sparks: As far as we know, it ~ not preclude livestock watering. <br />Livestock use of these streams is not incompatible with anything contained <br />in the language of the Wild and Scenic Rivers Act. <br /> <br />Mr. Ten Evck: I think it denies neither the livestock nor the wild <br />animals. <br /> <br />I <br /> <br />Mr. Sparks: I might add one thing that would throw maybe some additional <br />light on this from the state viewpoint. In this session of the legis- <br />lature, there was introduced and enacted a new water pollution control <br />bill. We now have a new act which is far more comprehensive than any- <br />thing we have had before. It is modeled to a considerable extent upon <br />the recent amendment to the water pollution act enacted by the United <br />States Congress. <br /> <br />In the Colorado bill, a section was inserted to create a wild and scenic <br />rivers system. The section provided that the Water Pollution Control <br />Commission would designate these rivers. However, this addition was not <br /> <br />-11- <br />
