time to the members so they can take an
active part, an intelligent part, in the
discussion. 1 am of no use to the Board
if 1 get the agenda the day of the meeting
and have no knowledge of the background in- I
formation that is going to be presented
except in an informal way. 1 am going to
suggest that members of the Board, who now
heva two yaar, ,tanding, take a 1itt1. moraaq-
gress:i ire~ attitude toward the Director. the
attorney and the work of the Board, and 1
would like to see something done along this
line as quickly as possible'."

"Yes."

"1 think that's an excellent idea and
prior to the next Board meeting there are two
or three additional study matters 1 will
present. 1 will work it out with Mr. ,Sparks
and try to get it to you so you can concentrate
on the study programs at that time.

The other thing 1 had"b:A:i,Qd;\~e'are
all set to go without an additional meeting,
to take the proper steps to employ Mr. Moses
as Attorney, and that involves the writing of
a contract. Now, is it necessary that we
create the same kind of a contract committee
that we did when you were appointed, Mr. Sparks,
in order that as soon as the log jam is broken
that contract with Mr. Moses can be prepared
and approved?'

"That will be necessary."

"1 will move at this time that such a
committee be appointed, and in view of the fact
that the Vice-Chairman will be one of the con-
tracting parties, 1 will add to the motion
that the contract committee be composed of Mr.
Sparks and myself or other designated repre-
sentative of the Attorney General's office and,
in order to expedite the work, Mr. Stapleton
from Denver."
