1045 I think that summarizes the situation briefly. Not having taken over as Director yet, I have not been able to formulate the plans I had hoped to formulate and present. I I think the final matter which might as well be brought up is the fact of my employment as Director. When I applied for the job I assumed my salary would be somewhat commensurate with what Dean Crawford was getting. Under our pre- sent budget, Dean Crawford would have been re- receiving something like $13,700.00 a year. In our present budget for salaries, my application was put in for one grade lower than that which Dean Crawford was in, the middle grade in the Ciyil Service position; fifty dollars less a month than he would have been getting. The statute provides that a person employed under the C,ivil Service rules shall not be paid -.'. less than the minimum nor more than the maximum, and that if the money is available in the budget, then upon the request of the Governor and upon the need being shown, a person can be employed in grade in any step in the range of salaries. It is a common thing and I did not anticipate any controversy in the matter whatsoever. Ap- parently, however, the Civil Service Commission has taken the position that need has not been shown and that it is now resting on that position. As to the step from here, frankly gentlemen, I do not know. As a matter of hard economics, I can hardly afford to start out at the minimum salary. I wish to emphasize I am not a recruit in water matters. I have worked on it a good many:-years.
