<br />1045 <br /> <br />I think that summarizes the situation briefly. <br />Not having taken over as Director yet, I have not <br />been able to formulate the plans I had hoped to <br />formulate and present. <br /> <br />I <br /> <br />I think the final matter which might as well <br />be brought up is the fact of my employment as <br />Director. When I applied for the job I assumed <br />my salary would be somewhat commensurate with <br />what Dean Crawford was getting. Under our pre- <br />sent budget, Dean Crawford would have been re- <br />receiving something like $13,700.00 a year. In <br />our present budget for salaries, my application <br />was put in for one grade lower than that which <br />Dean Crawford was in, the middle grade in the <br />Ciyil Service position; fifty dollars less a <br />month than he would have been getting. <br /> <br />The statute provides that a person employed <br />under the C,ivil Service rules shall not be paid -.'. <br />less than the minimum nor more than the maximum, <br />and that if the money is available in the budget, <br />then upon the request of the Governor and upon <br />the need being shown, a person can be employed <br />in grade in any step in the range of salaries. <br />It is a common thing and I did not anticipate <br />any controversy in the matter whatsoever. Ap- <br />parently, however, the Civil Service Commission <br />has taken the position that need has not been <br />shown and that it is now resting on that position. <br /> <br />As to the step from here, frankly gentlemen, <br />I do not know. As a matter of hard economics, I <br />can hardly afford to start out at the minimum <br />salary. I wish to emphasize I am not a recruit <br />in water matters. I have worked on it a good <br />many:-years. <br /> <br />I <br /> <br />In anticipation of this move, my wife and I <br />had planned it would cost us somewhere between <br />ten and twenty thousand dollars. We have figured <br />our budgets carefully. We knew we were going to <br />be out in the neighborhood of ten to twelve thou- <br />sand dollars.
