<br />1044 <br /> <br />I want to mention briefly, like John Bar- <br />nard, St., John Barnard, Jr., and others who <br />have gone to these water meetings, (I have been <br />in attendance at the meetings in Las Vegas and <br />Washington with reference to the operational <br />procedure of Glen Canyon), it has been frustrat- <br />ing to sit by doing nothing or to offer nothing. <br />It appears that every time something comes up <br />we are on the tail end of it. That is, the <br />emergency arises and we are not prepared for <br />it. <br /> <br />I <br /> <br />Now, as an operational procedure on the <br />Water Board, it is my intention, if I assume the <br />Directorship, to distribute the responsibilities <br />among the engineering staff for these various <br />critical stages. Also, to institute some long <br />range planning as much as can be done. As you <br />gentlemen mayor may not know, some four years <br />ago the studies, the many important water studies, <br />were halted. That termination coincided with the <br />departure of Mr. Phil Mutz to the State of New <br />Mexico. Phil was the supervising hydraulic engi- <br />neer. Since that time, Mr. Gildersleeve has been <br />preoccupied with administrative matters - attend- <br />ing meetings, etc., and not much has been accom- <br />plished in the way of long range planning. On <br />August 1st, Mr. Leonard Kuiper will fill the <br />hydraulic engineer position which has been vacant <br />all these many years and we hope with that addi- <br />tional help, Mr. Gildersleeve can pick up many of <br />the important studies that have long been neglect- <br />ed. <br /> <br />The engineering staff needs some beefing up <br />also. We are also short one of our junior hydrau- <br />lic engineers. That position must be filled and <br />I am satisfied that it can be filled. The mention <br />has been made that this Board has lost in pres- <br />tige. There has been a lack of coordination which <br />is painfully obvious to all of us here. I hope <br />to be able to meet with people throughout the <br />State as many hours a day as is necessary, and as <br />many days a week as it takes, to get the job done I <br />in order that we can make the services of this <br />Board available and attempt to resolve these dif- . <br />ficulties before they come to a final and some- <br />times conclusive stage. <br />
