I want to mention briefly, like John Bar-
nard, St., John Barnard, Jr., and others who
have gone to these water meetings, (I have been
in attendance at the meetings in Las Vegas and
Washington with reference to the operational
procedure of Glen Canyon), it has been frustrat-
ing to sit by doing nothing or to offer nothing.
It appears that every time something comes up
we are on the tail end of it. That is, the
emergency arises and we are not prepared for
it.

Now, as an operational procedure on the
Water Board, it is my intention, if I assume the
Directorship, to distribute the responsibilities
among the engineering staff for these various
critical stages. Also, to institute some long
range planning as much as can be done. As you
gentlemen mayor may not know, some four years
ago the studies, the many important water studies,
were halted. That termination coincided with the
departure of Mr. Phil Mutz to the State of New
Mexico. Phil was the supervising hydraulic engi-
neer. Since that time, Mr. Gildersleeve has been
preoccupied with administrative matters - attend-
ing meetings, etc., and not much has been accom-
plished in the way of long range planning. On
August 1st, Mr. Leonard Kuiper will fill the
hydraulic engineer position which has been vacant
all these many years and we hope with that addi-
tional help, Mr. Gildersleeve can pick up many of
the important studies that have long been neglect-
ed.

The engineering staff needs some beefing up
also. We are also short one of our junior hydrau-
lic engineers. That position must be filled and
I am satisfied that it can be filled. The mention
has been made that this Board has lost in pres-
tige. There has been a lack of coordination which
is painfully obvious to all of us here. I hope
to be able to meet with people throughout the
State as many hours a day as is necessary, and as
many days a week as it takes, to get the job done I
in order that we can make the services of this
Board available and attempt to resolve these dif- .
ficulties before they come to a final and some-
times conclusive stage.
