1038

in writing if you wish, that we will carry
out the committm~nts we made in the operating
principles and in the legislation that was
drafted by the Director of this Board and sent
to this Congress or to that Congress and has
been in Congress now for four times; three times
actively, once h~ld in committee and no action
taken.
,

I also want to add that there is a docu-
ment that was issued by the district court or the
judge - not a district judge but the judge in Gar-
field County, on the 16th day of this July - re-
opening general adjudication. Gentlemen, I sub-
mit that this Board ought to have copies of that
stipulation reop~ning that hearing and that you
should take careful note of the promise in view
of the fact that the Arkansas Valley, and it can
happen to any of our valleys regardless of where
we live in Colorado, may be confronted with a
problem in the future of not knowing:- who we are
dealing with or whether we have any security. The
people in the Arkansas Valley went along with
this Water Board in a water program that you were
developing and f~lt we had security. The question
has been raised. That's all I want to say about
the Fryingpan-Arkansas.

I want to say one other thing if I may, Mr.
Chairman, in connection with this Water Congress.
I don't think th~re is a man around this State
who would look me in the eye and tell me I have.
not been an advocate for years of a comprehensive
program to have the State of Colorado have equity
between our people. If you had stood in the hear-
ing room of the Congressional Committee on Interior
and Insular Affairs and heard some of the comments
I heard with my own ears, by some of the opponents
of Western Reclamation, not just the Fryingpan,
all of you and all the rest of the Western States
would have wondered what in the name of heaven
Colorado thought they were doing to take up the
time of the committee when there was important
legislation that a lot of our sister states and
the rest of the reclamation states needed to have
action on before this Congress adjourns, when
there were questions of doubt in somebody's mind
whether there was a water supply for this project.

I

I
