Gentlemen, I sub- <br />mit that this Board ought to have copies of that <br />stipulation reop~ning that hearing and that you <br />should take careful note of the promise in view <br />of the fact that the Arkansas Valley, and it can <br />happen to any of our valleys regardless of where <br />we live in Colorado, may be confronted with a <br />problem in the future of not knowing:- who we are <br />dealing with or whether we have any security. The <br />people in the Arkansas Valley went along with <br />this Water Board in a water program that you were <br />developing and f~lt we had security. The question <br />has been raised. That's all I want to say about <br />the Fryingpan-Arkansas. <br /> <br />I want to say one other thing if I may, Mr. <br />Chairman, in connection with this Water Congress. <br />I don't think th~re is a man around this State <br />who would look me in the eye and tell me I have. <br />not been an advocate for years of a comprehensive <br />program to have the State of Colorado have equity <br />between our people. If you had stood in the hear- <br />ing room of the Congressional Committee on Interior <br />and Insular Affairs and heard some of the comments <br />I heard with my own ears, by some of the opponents <br />of Western Reclamation, not just the Fryingpan, <br />all of you and all the rest of the Western States <br />would have wondered what in the name of heaven <br />Colorado thought they were doing to take up the <br />time of the committee when there was important <br />legislation that a lot of our sister states and <br />the rest of the reclamation states needed to have <br />action on before this Congress adjourns, when <br />there were questions of doubt in somebody's mind <br />whether there was a water supply for this project. <br /> <br />I <br /> <br />I <br />
