<br />lU0~ <br /> <br />I <br /> <br />what has happened or not happened, It is <br />merely here on the agenda today so the <br />Board can be very briefly informed as to <br />recent events without having to read it in <br />newspapers which, perhaps, give a garbled <br />account. <br /> <br />In adjudication proceedings just com- <br />pleted at Glenwood Springs, the Colorado <br />River Conservation Board obtained a condi- <br />tional decree for the Basalt Project. This <br />decree was for a considerable amount of water <br />and it does create some question on the water <br />rights for the Fryingpan-Arkansas. I say it <br />creates some question because it was used by <br />Mr. Saylor in the United States Congress as a <br />weapon to attempt to defeat the Fryingpan- <br />Arkansas Project. I met with the Colorado <br />River Board earlier this week, as did the <br />Governor, and discussed the matter with them. <br />The Board reiterated it's position that it <br />had not repudiated' the Fryingpan-Arkansas <br />operating agreement as was entered into in <br />1951. The fact remains, however, that the <br />apparent conflict at least still remains a <br />tool in the hands of Mr. Saylor or anyone else <br />who wishes to defeat the Fryingpan-Arkansas <br />Project. This Board, as you know, sent a <br />telegram to Congressman Aspinall to reaffirm <br />our support of the Fryingpan-Arkansas Project, <br />and in that telegram we stated that if there <br />were internal conflicts within the State of <br />Colorado we would attempt to resolve those con- <br />flicts. That we are attempting to do with <br />all the resources at our command. <br /> <br />I <br /> <br />I will not state that that decree is a <br />cloud on 'the Fryingpan-Arkansas and I hope <br />that it is not, but at least it creates such <br />doubt that this Board must actively take <br />immediate steps to remove such doubts. As <br />long as the Fryingpan-Arkansas has been en- <br />dorsed by this Board, then I think it's en- <br />cumbent on the Board to use every resource at <br />its command to get that project built. <br /> <br />Personally I think any defeat in the <br />United States Congress of any project which <br />this Board pas endorsed is not only a defeat <br />for the Arkansas V~lley or any other section <br />
