I see <br />there has been a lot of work, a lot of think- <br />ing gone into this. It constitutes a great <br />deal of work and a great deal of expense. Now <br />I believe the bad feature about it was that it <br />was presented to us not over two hours ago and <br />I, for one, cannot vote acceptance of this <br />proposal until I have had some time to study it. <br />I don't want to delay anything. I think some <br />of these problems, especially the Glen Canyon <br />filling program that Mr. Barnard mentioned, is <br />of vital importance and needs to be taken care <br />of as quickly as possible and I see no reason <br />why our present staff can't get to work ,on that <br />immediately without the adoption of this pro- <br />posal in its entirety. If I had some time to <br />study it, I might come back without any excep~ <br />tions and vote the approval of the proposal in <br />its entirety but I would like to have some time <br />to study it and I surely have not had time since <br />it has been presented to me. <br /> <br />Therefore, I would suggest - there is a mo- <br />tion before the house - but I would like to sug- <br />gest that the final acceptance of this policy <br />that has been so ably presented to us, be.with- <br />held until the ,next' meeting which should be with- <br />in a month and, if necessary, call a special <br />meeting. But I think I would like to have some <br />time to study it over. I do not think that two <br />hours is enough time. Of course, I haven't had <br />time to even look at it, and I would hate to see <br />this thing adopted in its present form. I <br />could not vote for the adoption of it until I <br />have had time to go over it." <br /> <br />I <br /> <br />MR. BARNARD,JR: "I want to make this observation. I don't <br />think these are things that have been considered <br />,for a long time but they have been discussed. <br />The necessity is for immediate action, yet I <br />can understand Mr. Peterson's feeling, but at <br />the same time, I have sat on this Board and <br />appropriated or spent hundreds of thousands of <br />dollars. of Colorado's money for studies by the <br />Bureau of Reclamation with no more than the <br />presentation of the possibility that it would <br />expedite some investigations conducted by the <br />Bureau. We furnished the money and they used <br />it. We have here a program that will be com- <br />pletely within the control of the staff of this <br />Board, which we want to implement. In spite of <br />the fact that it has been presented and avail- <br />able in all its details, it is suggested that <br />we not take action on it at this time. <br />
