1016

Board, ohly a portion had a benefit cost
ratio of approximately nine-tenths to one.
The repayment ability was just about sufficient
to create operation, maintenance, and replace-
ment costs. Under the present economic con-
ditions, we don't feel justified to go forward
and we don't think we can justify it on a con- I
tinuation of an interest there. We have, in
order to keep something in the record for the , "
San Juan area, recommended an investigation
of the Dulce which Mr. Crabtree mentioned.
We don't know how the Board feels but we would
like the Bo~rd to consider and then discuss
with us the desirability of wh~t we should do
in the substitution. There is something there
we haven't ~ny idea about in that area and those
priorities have given us just a little bit of
concern."

MR. MOSES:

"Thank you Mr. Jerman. Mr. Hughes is here
from Montrose. He represents the group that
is interested in the Dallas Creek Project.

MR. HUGHES:

Jack do you want to say anything at this
time? wiil you introduce the other people here
from your group or from the Tri-Q6unty District?"

"Thank you Mr. Chairman. I would like to
present Robert Lewis of Colona who is presently
with the Tri-County Water Conservancy District
and James W. Mowbray who is a member of the Tri-
County Board and a State Senator. I am Jack
Hughes of Montrose and I am secretary of the
Tri-County Water Conservation District.

MR. MOSES:

We met with the area officials of the
Bureau of Reclamation in Grand Junction about
three weeks ago. At that time Mr. Read Black
indicated it would advance their surveys about
a year if they had funds from the State Water
Board to do aerial photographing in that area.
Mr. Black requested that we present this request,
through our representative, to the State Board.
Apparently, however, as indicated by Mr. Jerman,
that 'matter should wait until after their appro-
priations are officially confirmed by Congress.
That is all I have to take up at this time."

"We are happy to have you here Jack and the
other Tepresentatives of the Tri-County Dis-
trict. I am sure, from past experience, that
as soon as the Bureau tells us a year or so
can be saved, we will do everything we can to
get some State funds to expedite those projects.

I
