<br />Please find attached the Colorado State Parks' (Parks) loan application and funding proposal
<br />, for the dam-repair loan regarding Jackson Lake. In conjunction with the Jackson Lake
<br />Reservoir and Irrigation Company (Company), Parks is requesting a loan from the CWCB to
<br />resurface the upstream dam face.
<br />
<br />Specifically, Parks is requesting a $1.7 million, 30-year loan at zero percent interest. This
<br />loan combined with the Company's 1994 authorization of$I.O million would be used to fund
<br />the resurfacing project. Parks' funding source for loan repayment will be through an account
<br />that will be established with the state treasurer's office and future lottery funds available, in
<br />case the treasury account does not cover the annual payments in any given year.
<br />
<br />Since the Company is completing a feasibility study for the project in accordance with the
<br />CWCB's, Guidelines for Financial Assistance, Parks has not prepared a separate report.
<br />Instead, Parks is relying on the Company's feasibility study to serve the same purpose for our
<br />loan request. In fact, it will be the Company's obligation to manage the project; Parks' role
<br />will be limited to provide the finances needed to complete the project. .

<br />As a result of the loan and the completion of the resurfacing of the dam, Jackson Lake will
<br />remain a viable irrigation facility. As such, Jackson Lake State Park will also contin~~t9:$.
