I

I

"no." The resolution is unanimously carried. (See Appendix A) .
Good luck. friend:

11ell. I take it that anybody that isn't back by now who wanted to talk
about the constitutional amendment is going to be out of luck. Do
you who have just arrived from your various clubs and other places of
entertainment. we did call for a continuation of agenda item number
three and we got virtually no response from anyone. Before the chair
takes the prerogative in suggesting some line of a procedure. I would
now like to ask for any comments from people out in our audience in
terms of either on the approach of ~tt. Sparks in the proposed amend-
ment as he has drafted it. or the suggestion that has evidently been
woneed out by Mr. Saunders and his ad hoc committee which was not
called to our attention until this morning and which I have only read
in summary form during the lunch hour. Now. with that in mind, if
anybody has some comments. please speak up.

itt. Fischer: I still have the same opinion as far as I am concerned.
I just wanted to comment. ~tt. Chairman. my name is Rollie Fischer.
that I saw a few legislators. Senator Noble and Representative Baer
dO\'ffis'tairs and the legislature is interested in what this board is
going' co do. So I think it might be well for the board to be in
con.tact \~ith the legislature on this thing. They certainly have the
impression tha.t the cons.titutional amendment was the way that this
board was going to be going on this.

vtt. Staoleton: Well. can I ask you, do you think the amendment as
proposed by i.tr. Spanes has had adequate circulation on the Western
Slope at this time?

Hr. Fischer: y~. it he" had adequat.e circuJ.ation. It has had con-
siderat~on by our board. I don't lenow if anyone else has formally
considered it. I thirue that it was certainly adequately circulated.
You sent it to everybody that you could think of. didn't you. Felix?

lIr. Sparks: Yes.

ttt. Stapleton: You are operating under the law of estoppel.

i'ir. Fischer: Hell sir. my la\'iyer was in 'chat meeting last nigh'c and
I don't know what law I am operating under.

Hr. S taoleton: Get a new la\'iyer:

-38-
