I

I

Forest Service, the Bureau of Land Management, and all the other
interested agencies could fit into the act by a resolution stating
that as long as they are under that process the water developers
would agree to give up certain of their rights just the same as the
Water Board agreed to give up about ten thousand acre-feet a year for
irrigation and fish. I say gave, it came out of their appropriations
that they have had for years. The figures that are arrived at won't
satisfy everybody, but then you never satisfy everybody. The fact of
the matter is that the issue was resolved under the procedure as pro-
vided under the Federal Coordination Act and the Water Board is now
releasing water for fish and it comes out of their appropriations.
That would seem to me would be in order if you can't settle and
develop a constitutional amendment.

Mr. Stapleton: All right, I think we are going to complete this dis-
cussion before the noon recess. What is the situation Larry, on the
lunch and where is is going to be?

I~r. Sparks: 1'le sent ou'c notices asking people who wan'ced to have
lunch with us to notify us. We dan take about forty people upstairs.
What's the room?

Nrs. Nartel: The Coronet Robm on the third floor.

Mr. Stapleton: All right, what I think we will do inasmuch as there
are plenty of facilities for eating close by here, including upstairs,
we are going to recess this meeting and come back at 1:15. We haven't
really gotten into the meat of this yet, so we will adjourn until
1:15.

The meeting recessed at 12:05 P.M. and reconvened at 1:15 P.M. with
Chairman Stapleton again presiding.

Mr. Stapleton: We will call the meeting to order.
that may have come here late, we are on agenda item
the proposed constitutional amendment.

For some of you
number three,

As you were told just before the meeting adjourned, that ~tr. Saunders
has a revolutionary plan that was submitted to the board for the
first time. I take it you and Mr. Saunders, Larry, have discussed
it at some length before adjournment.

Hr. Sparks: Yes.

-32-
