Releases to the project <br />irrigation canals will be adm:l.nistered and controlled by the State <br />Engineer. The Reservoir Superintendent will make no changes in the <br /> <br />releases to the canals except as ne~essary for the safe operation of <br /> <br />the project. The Reservoir superintendent's proposed change in canal <br />releases will be coordinated in advance with the State Engineer except <br />in cases where a bona fide emergency exists or is imminent.
