Operational Zones. <br /> <br />a. Conservation Zone. Whenever the reservoir elevation. is at or <br /> <br />below elevation 5432.0 feet mean sea level, the reservoir pool level is <br /> <br />within the conservation storage zone. <br /> <br />b. Flood Control Zone. Whenever the 1;'eservoir elevation is above <br /> <br />elevation 5432.0 feet mean sea level, the reservoir pool level is <br /> <br />within the flood control zone or surcharge zone. <br /> <br />Article 3. Zonal Responsibilities. <br />a. The State will negotiate with owners of priority w~ter rights <br /> <br />or otherwise provide the water necessary to fill the reservoir to <br /> <br />elevation 5432.0 feet mean sea level and thereafter maintain the water <br />level between 5423.0 feet mean sea level and 5432.0 feet mean sea level <br /> <br />in the in teres t of recreation and fish and wildlife functions of the <br /> <br />project, except during periods of severe and protracted drought, as <br /> <br />) <br /> <br />-2- <br />
