The information provided herein is <br />a summary and compilation of comments received with no attempt to address or answer <br />the many and varied issues and questions that were raised, <br /> <br />The current NPS proposal calls for: <br />1. QuantifYing the NPS right as all remaining unappropriated flow as of March 2, <br />1933 - the date the Monument was established; <br />2. Subordinating the 1933 right to all rights senior to November 13, 1957 - thus <br />assigning the Monument co-equal priority with the Aspinall Unit project; and <br />3. , Adopting the Bureau of Reclamation's subordination to an additional 60,000 <br />acre-feet of in-basin depletions upstream of Crystal Dam, <br /> <br />Structuring the NPS water right in this manner will protect water-related resources in the <br />Monument while protecting the legislated mandates of other Federal bureaus and interests <br />within the Gunnison Basin. The NPS is currently coordinating with other Federal bureaus <br />to identity conflicting streamflow needs and desired reservoir levels. The NPS will <br />consider the needs and interests of the Federal bureaus along with your comments and <br />input and revise its quantification proposal as necessary and appropriate.
