<br />I <br /> <br />another plan. <br /> <br />MR. COOK: As I say, I think this is something we need to look at. At <br />this point, of course, it's being looked at independently. <br /> <br />MR. WISCOMBE: Mr. Chairman, I might say I will have to ask my boss for <br />some more engineers. We have a lot of civil engineers on these proj- <br />ects, but apparently we don't have any electrical engineers. <br /> <br />MR. STAPLETON: Dave Crandall had some remarks he would like to make. <br /> <br />MR. CRANDALL: There has been some interest expressed in our plans for <br />a review of the operating criteria that were established under the <br />Colorado Basin Project Act. There is a requirement for a five-year <br />review and the basin state governors have been contacted reminding them <br />of this and inviting their comments. A Federal Register Notice is <br />coming out asking for comments by July 27. But, a letter is being <br />written which, for those people who need more time, will allow a <br />deferral until the 15th of August. <br /> <br />We will be moving again into this process of review of the operating <br />criteria and there have been changed circumstances that make this <br />timely. I will make sure that you get these notices and have an oppor- <br />tunity to participate. And, Mr. Wiscombe is free to advise you like- <br />wise. <br /> <br />MR. STAPLETON: I would like on behalf of the board to express our <br />appreciation to you, Dave, and the staff for a very interesting and <br />informative discussion of the projects down here, particularly in the <br />area. Thanks very much. <br /> <br />Next, we'll go to the Wild and Scenic River Studies on the Dolores <br />River and others. <br /> <br />MR. SPARKS: Mr. Chairman, this explanation will be given by Mr. Duane <br />Helton who is chief of our environmental and water qualities section <br />of the board. While we are down in this area, we wanted to give a very <br />brief review of the Dolores wild river study and briefly mention the <br />others that will be undertaken. <br /> <br />I <br /> <br />This is a rather significant event, the initiation of these wild river <br />studies. None have ever been conducted previously in Colorado. Since <br />they will have considerable potential impact upon our river systems, <br />we scheduled a brief explanation this morning of what is being done in <br />that field. At this point, I would like to turn it over to Mr. Helton. <br /> <br />MR. HELTON: Thank you, Mr. Chairman and other members of the board, <br />and ladies and gentlemen. I hope this presentation this morning will <br />fit in well with what the Bureau has already discussed on the Dolores <br />project. <br /> <br />The Wild and Scenic Rivers Act, Public Law 90-542, provides for the <br />protection of certain selected rivers that possess outstandingly <br /> <br />-29- <br />
