WHEREAS, for the future welfare of Reclamation, :it is imperative
to devise a plan of repayment which will insure the stability of
present projects and the development of future projeets necessary
for the beneficial utilization of the water resources of the State
of Colorado, and

WHEREAS, the State of Colorado, the Federal government, and the
land owner, are vitally concerned in bringing about a constructive
and rational program for the achievement of these objectives;

NOW THEREFORE BElT RESOLVED, that the Colorado Water Conservation
Board approves and recommends to the Commission, aU~lorized by the
75th Congress under the Hatch-Borah-White Bill, that a plan be de-
vised which will insure:

(a) the repayment of all construction costs of all Federal
Reclamation projects, based upon an equitable adjustment of same
as of the present time, together with maintenance and operation
charges;

(b) that the lands under these projects be classified as to
productivity in determining b~sis of repayment;

(c) pe,yments annually from farm operations, based upon the
ability to pay of the water users under the project which necessarily
involves the fixing of a period of time within which to make such
payments commensurate with such ability to pay from farm operations
and at the same time maintain a proper standard of living.
